This article discusses the U.S. Army’s plans to use employ high-flying balloons like the ones used in the American Civil War. According to this article, the new system, called the High-Altitude Extended-Range Long Endurance Intelligence Observation System (HELEIOS), would be equipped with cyber and electronic warfare sensors.  This 21st-century technology could assist with target jamming.
