What are the differences in advantages between commercially hosted infrared payload (CHIRP) satellite and a persistent unmanned aerial vehicle (UAV) network?

DSIAC was requested to conduct research in support of a decision on whether to use a commercially hosted IR payload (CHIRP) sensor package or attempting to accomplish a similar mission with a UAV network. DSIAC staff conducted research on the two technology packages and then developed a list of pros and cons of each and submitted a response report to the inquirer.
