Non-Satellite-Based Over-the-Horizon (OTH) Communications

Are there non-satellite based over-the-horizon (OTH) communication systems that are able to transmit large amounts of data?
In order to answer this inquiry DSIAC staff utilized various resources, including the DTIC R&E Gateway and open sources, to develop and provide a bibliography of related resources. DSIAC was also able to identify and provide reference to an article that was published in conjunction with the U.S. Corps Expeditionary Energy Office (USMA E2O), Naval Postgraduate School (NPS), Naval Research Laboratory (NRL), and Pennsylvania State University (PSU) that demonstrates a solution based on a small unmanned aerial system with persistent Intelligence, Surveillance and Reconnaissance (ISR) and communications relay. Finally, DSIAC searched and identified recent Small Business Innovative Research (SBIR) efforts.
