Should torque specifications be included on every weapon fastener?

DSIAC was asked to provide insight into the notion of torque specifications being included for every weapon fastener. A response document was generated by utilizing the intimate knowledge of an in-house subject matter expert (SME). Topics in the response document include the specialized nature (and unavailability) of torque wrenches, waiting times/costs required for proper wrench calibrations, the different sizes/measuring units of torque wrenches, and the danger of under- or over-torquing fasteners.
