How can GPS coordinates be converted to the World Geodetic System 1984 (WGS84) format?

The Defense Systems Information Analysis Center (DSIAC) is seeking information on how to convert Military Grid Reference System coordinates and spheroid information from a 1996, 1997, and 2000 Trimble Scout GPS unit to the newer WGS84 format. Of interest are ways to determine the most accurate location, potential distance errors, and information on how to find the true circular error of older GPS coordinates under the current WGS84 datum.
