What high-level frameworks or policies have been established to address hybrid threats and what organizations have developed them?  

A DSIAC subject matter expert (SME) performed an open source search, as well as a search of various U.S. and foreign government document repositories, to find organizations, projects, documents, and articles related to hybrid threats and frameworks and policies established to address them. A compiled list of these organizations and descriptions of their materials as well as a bibliography of other materials cataloged related to operationally dealing with hybrid threats and the execution of hybrid warfare was provided to the inquirer.
